Money to organize volunteers who can clean litter and damage to our neighborhoods with regular cycles to cover all of south Seattle.

Justification: Yes if builds on existing programs e.g. Adopt a Street. We would also need more information on desired locations/relevant geographies.
Other notes:
- Adopt a Street program allows residents to sign up and request free supplies and safety equipment for neighborhood clean-ups, and SPU will pick up and dispose of collected litter, and keep track of impacts. https://www.seattle.gov/utilities/volunteer/adopt-a-street. The Proposal from the Adopt a Street program manager is to work with active neighborhood organizations in South Seattle to set up and coordinate the program. Funding would go toward the neighborhood organization as well as some funds to cover oversight of contracts by SPU personnel. The challenge would be to set up and roll out the program within one year; ongoing funding would be preferable. The estimated cost would be ~$75K/yr to start, all-inclusive
