Evaluation notes:

✅ This idea could be implemented without changing current policy or law.

✅ This idea is within the City's jurisdiction. 

✅ This idea doesn't name a specific vendor. 

❌ This idea would incur costs indefinitely. 

Justification: A covered skatepark is an amenity that I believe SPR would be interested in pursuing, as it is not a common amenity throughout our park system.

Other notes: This would require acquisition or re-purposing of existing facilities. Downtown location makes sense, but logistically difficult for space allocation.
