❌ This idea would incur costs indefinitely.

 Justification: This project would benefit from additional clarification. Rent Control/Stabilization policies are prohibited by state law. and the City could not implement a policy under the current law. If the intent is to eliminate displacement of residents through mandating full vacancy, additional economic analysis will need to be conducted to understand the implication on exisiting housing development financing. There may be questions about the legality of either a mandate or a fee structure.

Other notes: There may be policy overlap with OH. What would be the proposed expenditure of funds - staff time/consultant to develop a policy proposal?
