Multi-year basic income
Expand upon the success of the GRIT basic income pilot Tacoma and start a program in Seattle.
Being poor is expensive and our welfare system is designed to keep people poor. A basic income where people get guaranteed cash for a period of time will give people a financially secure foundation to do what they need to secure long-term success.
Use the money for gas, groceries, a day off from work to interview, home repairs, save up for a down payment, start a business, etc.

Evaluation notes:
❌ This idea could not be implemented without changing current policy or law.
❌ This City doesn't have jurisdiction to do this idea.
✅ This idea doesn't name a specific vendor.
✅ This idea would not incur costs indefinitely.
Justification: The City may not have jurisdiction to implement the proposal. In addition, the cost of the pilot would exceed budget, unless a targeted number is identified of individuals/communities to serve. If a pilot is implemented, it would inform future planning for revenue structure and budget appropriations.
Other notes: OED has not done this type of programming/grants, one of our many goals is supporting small businesses, business districts, community wealth building, key industries and workforce development by, prioritizing BIPOC business owners/commmunities, to access capital, improve business districts, and resources. The only iteration of this type of programming of funds was done by Office of Immigrant and Refugees Affair (OIRA) and Human Services Dept (HSD) with the Seattle Relief Funds due to the impacts of COVID-19 with federal recovery funds.
