Justification: Requires additional such as this proposal is for a community-based organization/nonprofit who is offering services for behavioral health/mental health. Ideally, collaborates with Seattle Colleges and within City limits.

Other notes: OED key industry in Health Services supports programs and training/workforce development in careers in healthcare.
