Guarantee Basic Income (GBI)
Make GBI funds available to different community-led orgs that have pre-existing relationships with communities most impacted by criminalization & over-policing. Ensure disbursement of funds is unconditional and not linked to any requirements of employment, schooling, or participation in any program. Involve participants in decision-making on program admin. Disperse monthly payments of $1,250 to 1500 people.

Justification: The City may not have jurisdiction to implement the proposal. In addition, the cost of the pilot would exceed budget, unless a targeted number is identified of individuals/communities to serve. If a pilot is implemented, it would inform future planning for revenue structure and budget appropriations.
Other notes: OED doesn't offer programs or grants for this type of proposal.
