Establish an institute for community co-governance to support community assemblies
Fund an institute for community co-governance that would assist community-based organizations to convene community assemblies in Seattle. Community assemblies convene community members to identify issues, collaboratively workshop solutions, and propose and advocate for policy changes and programs to implement the resolutions. Assemblies engage and position community members as active policy designers of their environment and community.

Justification: There are existing organizations that could take this work on but would need an ongoing funding source.
Other notes: OPCD does not currently have this type of program but could develop it in partnership with other City departments and external stakeholders
