BIPOC (Emerging) Artist Cultural works
Cultivting+ Sustaining the RFP would be implemented by the city of Seattle of Arts + Culture. $2,000,000/ year (as many years as city and staff and budget delegates deem 'feasible") Increase SMART venires awards from $500-$1000 to $2000-$2500 for COLA (the current award amount is the same or less than in 2010). Prioritize BIPOC creatives and fund at least 25 projects/month= $750,000+ $250,00 admint+ops= $1,000,000/ yr.
Increase city artist awards and relate to all media/genres per annual award cycle, funded at $25,000 per awardee, prioritize Black and Indigenous artists. 40 artists at $25,000/ each= $1,000,000/year: emerging artists eligible, unrestricted funds (can be used for project material, housing, etc). With the ability to invoice for 1/2 the awarded amount upon the execution of a contract(not in order to cover costs upfront rather than out of pocket and be operating out of scarcity/survival mode
This proposal has been accepted because:

Rough cost estimate: Between $2 million and $7.2 million

Justification: Highly feasible expansion of existing grant programs. May face funding issues around use of funds for equipment to individuals (versus 501c3) - need CAO review.
