Universal Basic Income Pilot
Seattle zip codes with the largest % of BIPOC, low-income, poor health equity outcomes, residents get $1000-5000 to use towards whatever expenses. Partner with social science and public policy researchers to track outcomes. Reference CA pilot process for structure ideas implementation.
This proposal has been rejected because:
Type of funding: Programs and services (non-capital)
Rough cost estimate: Over $7.2 million
Evaluation notes:
❌ This idea could not be implemented without changing current policy or law.
❌ This City doesn't have jurisdiction to do this idea.
✅ This idea doesn't name a specific vendor.
❌ This idea would incur costs indefinitely.
Justification: The City may not have jurisdiction to implement the proposal. In addition, the cost of the pilot would exceed budget, unless a targeted number is identified of individuals/communities to serve. If a pilot is implemented, it would inform future planning for revenue structure and budget appropriations.
Other notes: CA report of pilot structure is needed to gain insight for better feasibility. OEDs' current programs/resources are small business, commercial affordability, business districts, key industries and workforce. We have not done programs with Universal Basic Income.
