Evaluation notes:
✅ This idea doesn't name a specific vendor.
❌ This idea would incur costs indefinitely.
Justification: The City does not have a direct role in the eviction process; its a private legal matter between tenant and landlord. However, SDCI provides funding to community organizations for eviction legal defense and one time (2023) funding for rent assistance for tenants facing eviction. HSD has also funded rent assistance through community organizations.
Other notes: Funding rent assistance can be done without change to the law, direct intervention in evictions could not be implemented without changing current policy or law. SDCI is administering $1M in one-time (2023) funding to community organizations for rent assistance to tenants facing eviction. Contracts are in place with Housing Justice Project, Muslim Housing Services, and United Indians of All Tribes. HSD has also administered rent assistance funding through community organizations. Many other community organizations provide various forms of rent assistance, much of it can be accessed through Crisis Connections/2-1-1 https://www.crisisconnections.org/get-help/
