Sanitation and Dumpsters
Sanitation like porta potties and Dumpsters. Everywhere a population exists that must pee, poop and use garbage cans. How hard can it be to hire enough sanitation workers to provide trash removal and basic sanitation to everyone in the city quit blaming the poorest people for the fact that the city is dirty. And simply invest in some sanitation to make it clean.
This proposal is being evaluated
Type of funding: Programs and services (non-capital)
Rough cost estimate: Under $500,000
Evaluation notes:
✅ This idea could be implemented without changing current policy or law.
✅ This idea is within the City's jurisdiction.
✅ This idea doesn't name a specific vendor.
❌ This idea would incur costs indefinitely.
Justification: Yes if builds on existing programs. For hygiene station requests there need to be pre-planned and agreed upon sites and for public litter approved location criteria would need to be adhered to. We would also need more information on desired locations/relevant geographies.
Other notes: - Requests can be made for public litter and recycling cans, following approved location criteria: https://www.seattle.gov/utilities/protecting-our-environment/seattle-clean-city/public-litter-cans - Illegal dumping and graffiti can be reported: https://www.seattle.gov/utilities/protecting-our-environment/seattle-clean-city/report-illegal-dumping and an Illegal Dumping Camera Pilot has been established: https://www.seattle.gov/utilities/protecting-our-environment/seattle-clean-city/report-illegal-dumping/illegal-dumping-camera-pilot - Hygiene facilities provided in specific areas: https://seattlecitygis.maps.arcgis.com/apps/webappviewer/index.html?id=311fcaa38e1c45328ade2de388cefcc6, https://atyourservice.seattle.gov/2022/02/25/2022-hygiene-shower-trailer-locations/ - Public hygiene program operations team within SPU The cost estimate provided is for a compliment of three hygiene assets (standard porta potty, ada porta potty, & handwash station), the corresponding maintenance costs including trash pick up, and two dumpsters (trash & recycling). To site this at 1 location for a year is $165k. 10 locations, $1.65M. Please note, that siting a dumpsters in public right of ways, could make this effort very challenging to get approval on. ID# 205, utilizes trash/recycle bins, those would likely not create approval issues.

It would be worth comparing the cost of implementation of this idea to the cost for trash removal and remedial sanitation required by its absence.
