✅ This idea doesn't name a specific vendor.
✅ This idea would not incur costs indefinitely.
Justification: Direct payments would require legal analysis to ensure compliance with WA State Gift of Public Funds doctrine (Article 8, Section 5; Article 8, Section 7). There are probably US Constitutional issues as well for direct race-based payments.
Other notes: OPCD does not currently have this type of program. Potential partnership opportunity with DON's Intergenerational Wealth work.

Be a part of that legacy as we officially begin collecting ideas on how to spend $27 million dollars of the cities budget through our current Participatory Budgeting Process. The event will include live Dj sets all day from Toya B and Vitamin D, a special youth step team performance, an open mic, and FREE FOOD from Ezelles’ Fried Chicken, Lil Red’s Catering , Winnie’s Cafe and Deli, and The Greedy Vegan.
